Do I have this body because of my age?

I just turned 19 years old (F). i'm almost 5'9 and a little over 150 pounds. I have an athletic build, which is why i'm not exactly light! =]

I have thin arms and upper body (besides having a fairly large chest).

The problem is, my mid section is REALLY thick. No matter what diet or exercises I do, I can't slim there. It's like I store a tube of excess chub around my stomach/love handles. It's sort of soft and untoned looking, even though you can feel the muscle (from ab exercises/cardio) underneath.

I eat a healthy diet and everything... i don't see why my body is shaped like this.

My question is, is this because of my age? My doctor tells me that within a few years my "puberty" body shape will melt away and I won't have this soft tummy. Is that true? Being a later bloomer, could that be the reason for my thick middle? And is there anything I can do about this?
